TAMDAR heater flag fix

We found a calibration constant that was set incorrectly in TAMDAR causing some temperature data to get thru that should have been flagged as bad. We will implement the change over the whole fleet. It has been fixed as of 26 Jan 2005 at about 1500Z. As a stopgap measure and for old data, you could ignore any observation immediately following one with an icing event even if the heater flag is off.
