Changes to model soundings

We have made a pretty major change to the naming of the versions of the RUC model available for generating soundings. This was done to make the names more accurately depict the RUC cycles that provide the sounding data. Changes are the following

* "RUC2" is now called Op40. It is, as it has been since NCEP went to the 13km RUC, the NCEP version of the 13km RUC interpolated to a 40km grid. Scripts that call for RUC2 data will continue to work. But Op40 is a more meaningful name.

* "MAPS" is now called Bak40. It is, as it has been, the GSD local version of the NCEP 13km RUC interpolated to a 40km grid. Scripts that call for MAPS will continue to work.

* "Op20" is the NCEP 13km RUC interpolated to a 20km grid.

* "Bak20" is the GSD local version of the NCEP 13km RUC interpolated to a 20km grid.

* "dev is the GSD development version of the RUC, on a 20km grid. This model does not contain TAMDAR data.

* "dev2" is identical to dev, except that it *does* ingest TAMDAR data.

In general, soundings from 20km grids take longer to load than those from 40km grids.

In addition, for dev and dev2, analysis soundings at airports with METAR sites will be stored for 30 days. Previously these, like all other model soundings, were unavailable after about 24h. Also, at these sites, 1, 3, 6 and 9 hr forecast soundings valid at 0 UTC are saved for 30 days.
