AC Heading Timeout Decreased

In an effort to troubleshoot TAMDAR wind bias vs RUC I have lowered the AC heading timeout on 5 aircraft. Probe 252 (AC 7166), Probe 224 (AC 5552), Probe 245 (AC 7139), Probe 233 (AC 5564), Probe 212 (AC 7102). The TAMDAR uses the last reported heading signal (reported at 1Hz) from the AC to make it's wind calculations, in the event of an intermittent bad signal from the AC, TAMDAR uses the last known good data point until the timeout expires. The timeout has been lowered from 3 sec to about 1.4 sec. This minor change may show that if there is a problem with the Heading signal TAMDAR was using data up to 3 sec old. It's possible this may explain wind irregularities after a bank.
