TAMDAR filtering increased on 7116

To give insight into the differing temperature bias on ascent and descent I have increased the filtering on probe 253 (AC 7116) from 40 sec to 60 sec. Most probes are set at 10 sec. I would expect that the ascent and descent biases should tend towards one another as the filtering is increased because I would expect the filtering to swamp the hysteresis effect due to the probe mass. This filter is applied to all sensor. And may affect winds also. A new version of firmware is being applied to the fleet which will allow wind parameters to be filtered separately. Probes 201 (5520) and 265 (7152) have had this filter set to 40 sec. Everything else is set to 10 sec. This is the response to a step function to get to about 95% of the final value. The filter is a single pole IIR as described in the AMDAR reference manual.
